Significant Contract Changes

• Negotiations Procedures-Multiple additions were made to this Article. These included procedural changes and items holding both parties accountable for tentative agreements reached during negotiations, provisions for declaration of impasse, and mandating closed negotiation sessions.
• Reduction In Force/Layoff-expanded to address seniority and to include tenure protection language citing NYS Ed. Law.
• Length of School Day and Year-language for teacher planning time was differentiated between  elementary and secondary school buildings. Length of school year was set at 186 days. Length of work day was set at 71/2 hours with a duty free lunch period of 35 minutes. A provision for pay for extra days beyond the scheduled school year.
• Class Size- maximum class-size guidelines were established and added to the language.
• Sick Leave-10 sick days per (10-month) school year with no maximum accumulation. Building principals must make the number of unused sick days available to each teacher on the opening day of school.
• Death in the Family-definition of "family" expanded to include grandparents and grandparents-in-law.
• Extraordinary leave of Absence-EOL requests are made to the building principal, addition of language permitting teachers to state "Personal" as the reason for their request.
• Maternity Leave-maternity leaves are granted for up to one year, length of maternity leave is to be provided at least 3 months prior to reinstatement, additional language addressing disability caused by or contributed to pregnancy as relevant to insurance and leaves.
• Adoption Leave-addition of new article addressing leave time for the purpose of adopting children one year of age or younger.
• Sabbatical Leave of Absence-addition of language permitting and providing for summer session sabbaticals.
• Tax Sheltered Annuity Program-language changed to permit employees the right to choose their own annuity company.
• Health Insurance-article replaces Hospitalization article. District pays 95% of Blue Cross-Blue Shield with outpatient rider and Major Medical Hospitalization. Health Insurance will not be provided for any teacher whose (head of household) spouse is covered by comparable benefits in private employment.
• Curriculum Work-provisions for remuneration of teachers assigned special curricular work during the school year, or in the summer. Pay is determined according to teacher's step in the salary schedule.
• Dues Deduction-addition of language permitting the association to deduct the balance of a full year's dues from the final paycheck of a teacher leaving the district in the middle of the school year.
• Employment of Certified School Teachers-addition of language stating that non-certified personnel may not be hire without prior approval of the Division of Teacher Certification of the NYS Ed Dept.
• Salaries for Physical Education Related Activities-addition of Wrestling and Swimming Leaders Clubs in 7^th and 8^th grades, addition of Girls Play Days in the Jr. and Sr. High, addition of Girls Softball in the HS. Addition of language providing for new additions of positions approved by the Board during the life of this contract.
• Salaries for Co-Curricular and Other Activities-removal of both Boys and Girls Bowling positions.
• Teacher Assignment-addition of language requiring notification of assignment by June 15, addition of language addressing transfer requests and both voluntary and involuntary transfers.
• Teachers-In-Charge-addition of language stating that department teachers will make the recommendation of the individual to serve as department TIC to the building principal.
• Media Center Aides-addition of new article to make consistent the assignment of media center aide throughout the district.
• Released Time For Delegates- addition of language to stipulate the association's agreement to pay for delegate expenses and substitute teachers for delegates attending conventions.
• Personal Leave of Absence-addition of new article providing for personal leaves of absence without pay to permanent staff and language addressing procedures and salary for teacher's subsequent return to work.
• Released Time for Parent Conferences-addition of language providing one compensatory day for a minimum of 7 hours of parent conferences scheduled outside the school day. Addition of language providing for substitute teachers for parent conferences held during the school day.
• Subpoena Clause- addition of a new article to provide release time when a teacher  receives a subpoena to testify in any school-related court case.
• Effect of Future Changes-addition of new article requiring the Board to notify the Association in writing prior to adopting changes in policy which would affect the articles of the contract.
• Teacher Evaluation-addition of new article addressing the procedures and responsibilities for teacher evaluation.
• Personal Injury Benefits-addition of new article addressing absence of a teacher from school as a result of an assault occurring while the teacher in acting in the discharge of his assigned duties.
