The Public Employees Fair Employment Act (better known today as the Taylor Law) was brand new legislation, viewed as of possibly greater significance to teachers than was the tenure law. For the first time, as public employees, teachers were to be able to negotiate not only matters of salary and benefits, but also conditions of employment that would include hours of work, class load, curriculum and a host of other items that teachers now take for granted in their employment contracts.
Racial Discrimination was a pressing issue for the GCTA, as well as other school districts in the area. GCTA President Charles Dewey pursued this concern with the GC Board of Education and the Education Committee of the GC Human Relations Council.
